Links in email digests do nothing in Mail on El Capitan

Summary: Email digests commonly include a list of links to the individual messages contained within. In Mail on OS X 10.10 and earlier clicking such a link scrolled the message to display the message in question; on 10.11 nothing happens. Steps to Reproduce: 1. Open the attached email digest (uppervalley-digest.eml) in Mail 2. Click the link to the tenth message in the digest, with the subject "ISO Chimney Sweep" Expected Results: The "ISO Chimney Sweep" message scrolls into view. Actual Results: Nothing happens. Version: OS X 10.11 (15A284) Notes: Configuration: I see this behavior on OS X 10.11 (15A284). I did not see it on OS X 10.10. MacBook Pro.spx - configuration file has been successfully uploaded. Attachments: 'uppervalley-digest.eml' and 'MacBook Pro.spx' were successfully uploaded.
