/usr/local can be deleted, never re-created

Summary: Under the new security mechanisms, /usr/local cannot be created. It can, however be deleted, never to reappear. Steps to Reproduce: Take a fresh OSX 10.11 install, open a terminal and type sudo rm -rf /usr/local type sudo mkdir /usr/local Expected Results: Either the directory isn’t deleted, or you can create it Actual Results: You can erase it but not create it
