Mail in 10.11 check on activation when set to "Check for new messages Manually"

Configure Mail to Check for new messages Manually. Activate Mail, and it checks the POP server for new messages. Arghhh. If I wanted it to check automatically, I would have configured it that way! Expected Results: Only check when I manually ask it to check! Actual Results: Checks for mail every time Mail is activated. Version: 10.11.1
