Cannot add Enterprise Account Team to Xcode Server

Summary:
Hi,

i want to add my Enterprise Account Team to Xcode Server but i always get this message: "The selected team does not have a program membership that is eligible for this feature".
In developer Forums you can find lot of other users having this problem.

Steps to Reproduce:
Start Server. Goto Xcode section and click on edit teams. Now add a new Team and use an enterprise account.

Expected Results:
Team should be added.

Actual Results:
Team is not added
