Initial iCloud setup with an iOS device over BT fails with non-descriptive error message

Summary:

Doing the initial set up of the AppleTV using an iOS device can fail with a non-descriptive “Verification failed” error message (see https://twitter.com/NeoNacho/status/661999769288601600 for a screenshot). There was no visible problem with either the iOS device or the internet connection, as signing in to the App/iTunes Store worked just fine during the same setup process.

Steps to Reproduce:

Perform initial setup via an iOS device

Expected Results:

Setup works or gives clear information on how to make it work.

Actual Results:

 ¯\_(ツ)_/¯ 

Regression:

This has worked fine for me in all previous betas, using the same devices.
