App Store app using too much battery

Summary:
I've seen this before, so I turned off the background app refresh as suggested online.

Even with the background app refresh turned off, the App Store app used 85% of my battery in the last 24 hours (in background mode, what?).

Steps to Reproduce:
1. Turn off background app refresh (for the App Store app).

Expected Results:
2. Battery is used on other stuff than the App Store app.

Actual Results:
3. Battery is used on the App Store app.

Version:
iOS 9.1 (13B143)

Notes:
The phone is somewhat hot while charging.

Configuration:
iPhone 6

Turning off Background Refresh won't make a difference as there is no option to turn if off separately which means it isn't meant to be doing background activities.

Have you tried closing the app from the app switcher (multitasking)? This is the first step you'd always take to stop an app from draining the battery in the background.
