After updating to tvOS 9.1, my TV (Vizio E650i) no longer turns on when waking AppleTV

Summary:
Prior to updating to tvOS 9.1, my TV would turn on when I woke the Apple TV. Now it doesn't. The “Turn On Your TV With Your Remote” option is greyed out in the Apple TV's settings. I've double-checked that none of the HDMI-CEC settings on the TV have been altered: it's still enabled as always.

Steps to Reproduce:
Update to tvOS 9.1.
Attempt to wake TV with Siri Remote.

Expected Results:
Pretty pictures on the TV

Actual Results:
TV stays off.

Configuration:
Apple TV (4th generation) 64GB

Comments

The screener requested logs from the Apple TV collected immediately after restarting it. The log output includes information about Apple TV detecting CEC devices over HDMI. I provided them. Later in the day, my devices turned off due to a power outage. When they rebooted, the Apple TV was back to controlling my TV. Very odd!
