Mac OS X 10.10.5: OS appears to crawl, even though resource usage seems normal

Summary:
Sometimes, out of the blue, my system will start to act very sluggish, with swipes between Spaces taking multiple seconds, and menus taking forever to appear or dismiss. A restart fixes it.

Steps to Reproduce:
Not sure what causes it, but I included a sysdiagnose from this most recent occurrence
