iTunes should not back up photos if iCloud Photo Library is enabled

Summary:
When iCloud Photo Library is enabled, iTunes shouldn't back up those photos because then the photos would be stored twice. For every photo taken, two copies are stored (one in Photos library, another in iTunes backup). 

This would be like iTunes backing up my email instead of just the account information to download it.
