Wifi not happening

Summary:
Wifi isn't autojoined and dropped when joined.

Steps to Reproduce:
1. Use iPhone
2. Connect to home wifi network
3. Lock iPhone
4. Unlock iPhone
5. Observe it not being on wifi but being on 4g
6. Disable and reenable wifi
7. It joined the network
8. Do some browsing
9. 4G appears in the top left corner and wifi is gone
10. sad trombone

Expected Results:
Wifi is joined and remembered

Actual Results:
Wifi is sometimes joined and frequently dropped.

Notes:
I have disabled the 'on-shady-networks-fall-back-to-cellular' option.
