Table view refresh control stops spinning

Summary:
The table view refresh control stops spinning after fast changing the view after refreshing the table view. The problem appears in Mail as well as in custom apps.

Steps to Reproduce:
1. Find a view with a table view
2. Refresh the table view
3. Change the view quickly
4. Return to the table view
5. See the paused refresh control

Expected Results:
The refresh control should be spinning or hidden.

Actual Results:
The refresh control stops spinning.
