Summary:
iOS does not send UIKeyboardWillChangeFrameNotification / UIKeyboardDidChangeFrameNotification when the keyboard-layout is changed

Steps to Reproduce:
1. Register for the UIKeyboardWillChangeFrameNotification and UIKeyboardDidChangeFrameNotification notifications
2. Open the virtual keyboard
3. Undock the keyboard
4. Change the layout from English (US), for example, to Chinese Simplified Handwriting, which has a larger frame than the US-keyboard
5. No notification of the frame-change will be sent

Expected Results:
One UIKeyboardWillChangeFrameNotification and one UIKeyboardDidChangeFrameNotification notification should be fired with the correct endFrame.

Actual Results:
No notification is fired.
