MDM should be able to Set Device Name even when Restriction payload is present

Summary: If the allowDeviceName- Modification Restriction is false, then DeviceName MDM command returns an Error. The expectation would be a change via the MDM system would bypass this restriction and be successful. Steps to Reproduce: 1. Supervise a device 2. Enroll device in MDM 3. Install a configuration profile with the Restriction allowDeviceName- Modification set to false 4. Issue the DeviceMDM command from MDM Expected Results: Response Payload for DeviceMDM Status = Acknowledged Actual Results: Response Payload for DeviceMDM Status = Error
