Setting UINavigationBar.appearance().titleTextAttributes not working

Summary:
On tvOS, when I set the titleTextAttributes of a navigation bar appearance proxy, the settings are ignored.

Steps to Reproduce:
1. Create a dictionary of titleTextAttributes with values that are clearly identifiable (e.g. noticeable difference in font size, text color, etc.)
2. Set that dictionary: UINavigationBar.appearance().titleTextAttributes = titleTextAttributes
3. Run the app

Expected Results:
The navigation bar should have your settings applied

Actual Results:
The navigation bar has default text settings applied
