Notes Account spinner is permanently active.

The account spinner in Notes has been spinning for approximately 2-3 weeks.

1. Setup iCloud on system
2. Turn on Notes syncing
3. Launch Notes app
4. Observe the status spinner
Expected:
Once Notes are synced the spinner should cease
Actual:
This spinner has just continued spinning for 2+ weeks. It has a lot of energy. It appears all my Notes have sync'd but this spinner just keeps going.

I've rebooted my system a few times since this started. No help.

I've never seen this on other Macs that I've sync'd notes with.
