iPad apps almost always requires block-selecting twice before copy/cut dialog pops up

Summary:
When I tap-drag to select text in iOS apps on the iPad, there is usually no copy/cut/etc pop-up. I almost always need to tap-drag-select, then tap somewhere else, then tap-drag-select again in order to copy the selection.

Steps to Reproduce:
1. Tap to select text

Expected Results:
Copy/etc dialog

Actual Results:
Selection is made, but no dialog pops up

Version:
iOS 9.3 (GM)

Notes:
I've seen this problem for several months on other recent iOS releases

iPad Air 2

Same here, I've been seeing this for months. Thought I was going crazy then: "Engineering has determined that your bug report (25304970) is a duplicate of another issue (25378356) and will be closed."
