Sandbox accounts have "Announcements" emails selected by default.

Summary:
When you create a sandbox account in iTunes Connect the account by default has "Announcements" enabled in the email settings.

Steps to Reproduce:
1. Create an iTunes Sandbox account.
2. Wait for an apple marketing email.

Expected Results:
The "Announcements" mail settings should not be enabled by default as I never had a chance to opt-in to it. 

Actual Results:
The "Announcements" mail settings is enabled by default.

Notes:
This may actually be illegal as it is violate anti-spam legislation. 

Configuration:
Works in current iTunes Connect portal.
