Wallet does not allow reordering of stacked passes

Summary:
Wallet/Passbook should allow for explicit reordering of "stacked" passes, using a press and hold gesture or something along those lines.

Steps to Reproduce:
1. Open Wallet
2. Select a stack of passes with more than one pass
3. Attempt to reorder

Expected Results:
Passes are able to be reordered from left to right.

Actual Results:
Passes are locked in place, and added chronologically with the newest pass in the leftmost position.
