voiceWithIdentifier crashes on iOS 9.3

Summary:
The new AVSpeechSynthesisVoice class should recognise the voiceWithIdentifier method. However, when I run it on either the 9.3.1 simulator or an iPad Air with 9.3.1, it crashes.

Steps to Reproduce:
1) Write code which utilises the AVSpeechSynthesis engine. 
2) Select a voice with voiceWithIdentifier
3) Crash

Expected Results:
A voice should be selected if the identifier corresponds to a real voice, e.g. "Moira", or should return nil otherwise.

Actual Results:

Notes:
This app is used by disabled people, so it's a shame they cannot choose voices they like, but only can select voices by Locale.

Simulator 9.3.1, iPad Air with 9.3.1
