Prompted for Export Compliance, even though app contains ITSAppUsesNonExemptEncryption in plist

Even though my Mac app contains this in the plist:

	<key>ITSAppUsesNonExemptEncryption</key>
	<false/>

I still get prompted for Export Compliance certification with each Mac App Store submission.
