Summary:
Console doesn't show any sort of messages unless opened manually using `sudo /Applications/Utilities/Console.app/Contents/MacOS/Console`.
Steps to Reproduce:
1. Open Console as a non-admin
2. Wait
Expected Results:
Console will populate itself
Actual Results:
Nothing happens

Notes:
Regression from Console in OS X 10.11 El Capitan, which functioned as expected.
