Siri does not return any tips when asking Siri for 'Help'

Steps to Reproduce:
1. Launch Siri, say Help

Expected Results:
Siri should display a list of tips of what to say to Siri 

Actual Results:
Siri shows 'You can say things like:', followed by an empty screen.
