macOS 10.12 Beta: Can’t Change GateKeeper Settings

Summary:
Attempting to change my GateKeeper settings results in those settings being reverted.

Steps to Reproduce:
1. Open the Security and Privacy preferences pane
2. Change the GateKeeper settings to allow apps downloaded from "App Store and identified developers"
3. Quit System Preferences
4. Return to the Security and Privacy preferences pane

Expected Results:
The setting changes

Actual Results:
The setting did not change.
