“Open in Dashboard” should not appear if Dashboard is disabled

Summary:
The “Open in Dashboard…” item in Safari’s page context menu should not be displayed if Dashboard has been disabled in the Mission Control preferences (which is the default).

Steps to Reproduce:
1. Right click a web page.

Expected Results:
Item is not displayed.

Actual Results:
Item is displayed.
