Messages sticker packs cannot drag JPEG

Summary:
When creating a sticker pack with JPEG files, you cannot drag the JPEGs and place them on messages.

Steps to Reproduce:
1. Create a sticker pack
2. Add a JPEG image
3. Run and attempt to drag it


Expected Results:
You should be able to drag the sticker and place it on messages

Actual Results:
It is not able to be dragged.

iOS 10 beta 1

Notes:
You can workaround by converting the image to a PNG.
