Add ability to delete radars

Summary:
Currently you cannot delete radars that you accidentally submit

Steps to Reproduce:
1. Submit a radar (through the website)
2. Attempt to delete it

Expected Results:
You should be able to delete radars

Actual Results:
You cannot delete it and someone from Apple has to close it out

Notes:
Being able to edit radar body's would also be useful.
