Summary:
When installing / updating apps from TestFlight on iOS 10, the installs often hang and require many pauses / starts / restarts before they install.

Steps to Reproduce:
1. Attempt to install an app from TestFlight on iOS 10

Expected Results:
The app installs correctly in a relatively consistent and quick manor.

Actual Results:
The app install hangs. Sometimes it starts but then stops before completion.
