NSTabViewController in storyboards doesn't allow all all transitionOptions

Summary:
When setting up NSTabViewControllers in a storyboard, if you'd like the SlideForward or SlideBackward NSViewControllerTransitionOptions, you have to set them in code.

Steps to Reproduce:
1. Add a NSTabViewController to a storyboard
2. Go to configure the transition options

Expected Results:
All possible options are there and can be checked

Actual Results:
Backward and forward are missing, but the other options are present.

Version:
OS X 10.11.5

Notes:
To see any of this in action you have to set the tab view controller as the tab view's delegate which isn't done by default rdar://19732856

It's not very intuitive, but the "Follows Language" checkbox makes Left and Right act as Forward and Backward. Ideally, this would be a popup that only lets you choose valid options.
