Summary:
While Swift Playgrounds can import the Speech framework, creating an SFSpeechRecognizer fails.

Steps to Reproduce:
1. Import the Speech framework
2. Try to create an SFSpeechRecognizer

Expected Results:
The creation succeeds

Actual Results:
The creation fails with "Use of undeclared identifier 'SFSpeechRecognizer'"
