Incorrect layout of navigation bar in Phone App

Summary:
Please, check the attached screenshot. The navigation bar is upper than it's expected to be.

Steps to Reproduce:
1. Open Phone App
2. Enter a USSD request and tap "Call" button
3. Tap on "Reply" button

Expected Results:
Navigation bar should look exactly the same as on the all system screens.

Actual Results:
Incorrect layout as we can see on screenshot.

iOS 9.3.2 (13F69)

Configuration:
iPhone 5S, 32GB
