tapi tool is missing from the Xcode SDKs

Summary: None of the "Text-Based API" properties in the Xcode Build Settings page actually worked. If "Enable Text-Based Stubs Generation" is enabled, the build will fail and print "error: can't exec 'tapi' (No such file or directory)" Steps to Reproduce: 1. In a framework target, change "Enable Text-Based Stubs Generation" to YES. 2. Build the framework Expected Results: tapi tool to be present and able to be executed successfully Actual Results: tapi tool is missing and fails the build Version: Xcode 8 beta 3 Notes: The problem has been present since the feature was "introduced" in Xcode 7. This seems to be present in the Xcode 8.3.2 command line tools now (not the full Xcode 8.3.2, though, strangely).
