Notification Center Widgets are missing

Summary:
I've filed a report for this as rdar://problem/27283004, which was marked as a duplicate of rdar://problem/27152474 and closed. I was told to make a new report if I'm still having this bug (which I am). This was first seen in updating to beta 2, and somehow I they appeared again by themselves. I lost them again in the update to beta 3, and I haven't gotten them back.

Steps to Reproduce:
1. Update macOS (in this case, beta 2 and 3)
2. Lose widgets

Expected Results:
The widgets remain after updates

Actual Results:
Many widgets disappear

Version:
macOS Sierra 10.12 Beta (16A254g)

Notes:
Dupe of rdar://problem/27283004 (itself a duplicated of rdar://problem/27152474), which was marked as resolved

Configuration:
Late 2011 MacBook Pro running macOS Sierra 10.12 Beta (16A254g)
