Previously Working SendPayment Intent now returns web search results instead of Payment Confirmation screen

Summary:
SendPayment intent was working fine last week.
No code changes.
Attempting to invoke the SendPayment intent this morning results in 
"Okay. I found this on the web for "Send [amount] to [firstname] [lastname] using [appname]"

Steps to Reproduce:
Speak a valid Send Payment SiriKit command
"hey siri send [amount] to [firstname] [lastname] using [appname]

Expected Results:
Default Siri Payment Confirmation UI should be displayed

Actual Results:
Siri speaks back "Okay. I found this on the web for "Send [amount] to [firstname] [lastname] using [appname]"
Siri displays a list of web search results

Version:
iOS Beta 3 (14A5309d)

Notes:
Upgrading to Beta 4 on the phone results in the same broken behavior
Upgrading to Xcode 8 Beta 4 and redeploying the app results in the same broken behavior

Configuration:
iPhone 6 - 16GB
