Incorrect Password Policy being assigned to Students in Apple School Manager

Summary: Students who are imported with nothing in the password policy field are not taking on the default values for they Location, but instead being assigned a complex password. Steps to Reproduce: 1) Create two Locations in ASM 2) Set two different 'Default Password Policy for Students' for those Locations, one 'Digit4' and the other 'Digit6'. 3) In the students.csv file leave the optional field 'password_policy' blank. 4) Upload two new test students, one for each school Expected Results: Each student will have a different password policy that matches the Location they are assigned to Actual Results: Each student has been hard-coded with 'Standard' password policy.
