Summary:
When switching to the Novosibirsk time zone (Russia) the time is an hour behind where it should be. Russia has recently changed the time zone. See: https://www.timeanddate.com/news/time/russia-novosibirsk-time-zone.html

Steps to Reproduce:
Set timezone to Novosibirsk, Russia.

Expected Results:
The time on the Mac should match the official time in Novosibirsk.

Actual Results:
The time on the Mac is one hour behind the official time in Novosibirsk.
