iOS 10 Photos: Scanning process has stalled

Summary:
Photos --> Albums --> People lists "262 Photos Scanned. To finish scanning your remaining 3152 photos, lock your iPhone and connect it to power".

However, after locking the phone and connecting it to power overnight for four days, no progress is reported, and the number of photos scanned does not increase.

Steps to Reproduce:
1. Launch Photos
2. Check the progress in Albums --> People
3. Lock the phone and connect it to power. Leave it overnight.
4. Launch Photos
5. Check the progress in Albums --> People, compare the result to the previous day.

Expected Results:
The total number of photos scanned increases every night, and the remaining photos reduces every night.

Actual Results:
The total number of photos scanned does not change, and the number of photos remaining does not change, even when the phone is locked and connected to power.

Version:
iOS 10.0.1 (14A403)

Notes:
When new photos are added to the library, they are scanned as expected. However, existing photos are still not scanned.

"iCloud Photo Library" is enabled.
"Optimise iPhone Storage" is enabled.

Tried multiple power cables, in case it's a faulty cable causing the issues. However, this does not seem to help.

Configuration:
iPhone 6 128GB, using WiFi

Got a new phone this morning, and set it up as a new phone -- not restored from backup -- using the same iCloud photo library. The photo scanning seems to be working fine on the new phone. The old phone is still not working.

Still no progress. "262 Photos Scanned. To finish scanning your remaining 3152 photos, lock your iPhone and connect it to power". Further, the phone has stopped scanning new photos.

Photo scanning seems to have worked fine on sierra (using the same iCloud photo library).
