Summary:
There were no Xcode CLI tools provided for 10.11 via the Developer Downloads page.

Steps to Reproduce:
1. Go to developer.apple.com/downloads
2. Click Additional Downloads
3. Authenticate at some point
4. Only 10.12 CLI tools are present

Expected Results:
Xcode CLI tools are provided for 10.11

Actual Results:
Xcode CLI tools are not provided for 10.11 (the last one given was 8 beta 6)

Is there an Xcode CLI tools version for 10.11 or only for 10.12 macOS Sierra?
