iMessages extension apps won't launch after update to iOS 10

Summary:
On some devices, all of the iMessages app extensions, which implements custom UI (except sticker apps) won't launch and will infinitely show launch screen with app icon.

Steps to Reproduce:
1) Update to iOS 10
2) Launch iMessage
3) Select application

Expected Results:
Loading screen with app icon will never switch to the app UI

Actual Results:
App loaded and works properly

Version:
iOS 10.0.1 (14A403)

Notes:
The only workaround is to reinstall containing app and this solution works only from time to time.

iPhone 5S, iPhone 6, iPhone 6S
