Predictive Emoji should work without enabling Emoji keyboard

Currently Emojis appear in Predictive text bar only when Emoji keyboard is enabled. However, the current keyboard switch experience is very bad for multilingual users(see radar 24369384) so enabling Emoji keyboard just for Predictive is overkill and not worth it. So I suggest Predictive Emoji be enabled no matter Emoji keyboard is enabled or not.
