iOS: disabling highlighting for collection view items stops selection from working

Summary:
When returning no from -[collectionView:shouldHighlightItemAtIndexPath:], -[collectionView:didSelectItemAtIndexPath:] is also not called when tapping a cell. Should one be able to select a cell without highlighting? The docs don't mention that these are linked together.

Steps to Reproduce:
1. set up a collectionview
2. in its delegate return NO for -[collectionView:shouldHlighlightItemAtIndexPath:]
3. tap a cell

Expected Results:
1. -[collectionView:didSelectItemAtIndexPath:] _is_ called

Actual Results:
1. [-collectionView:didSelectItemAtIndexPath:] is not called.

This issue behaves as intended based on the following:

The sequence is:

  • if shouldHighlight == YES
  • didHighlight
  • shouldSelect
  • didSelect

Highlighting is pre-condition to selection.
