Incorrect formatting of phone number

Summary:
In the attached screenshot you can see phone number that has country code "+375". It's related to Belarus, and there is operator code "44", which isn't handled in a right way.
It's true for all the systems: iOS, OS X, SDK and so on.

Steps to Reproduce:
1. Open the "Phone" application
2. Enter the following phone number:
+375445151234

Expected Results:
The following format is expected:
+375 (44) 515-12-34

Actual Results:
But we get this:
+375 (4451) 51-2-34
