"open" CLI program and case sensitivity in Finder

Summary: running 'open' on a directory when two directories of the same name but different cases exist causes two inaccurate behaviors. 1. the finder brings the wrong case back to the front 2. the finder may open the window for the incorrect dir Steps to Reproduce: 1. create two directories called 'test' and 'Test' on an smb share 2. type `open test` in cli 3. type `open Test` in cli 4. close finder window 5. type `open Test` again. Expected Results: the directories that are presented in Finder should match the case of the directories specified on the command line. Actual Results: open and Finder appear to present the "first" directory Version: 10.12/16A323 Notes: Configuration: Attachments: 'case_insensitive_finder_open_bug.mov' was successfully uploaded.
