Safari 10 ignores system proxy settings

Summary:
System proxy settings are ignored by both Safari Version 10.0 (12602.1.50.0.10) and the latest Safari Tech Preview.

Steps to Reproduce:
Install Homebrew
brew install privoxy
brew services start privoxy
Go to network preferences / Advanced / Proxies and enter 127.0.0.1:8118 in both "Web proxy" and "Secure Web Proxy"
Go to Safari -> http://config.privoxy.org/

Expected Results:
In Safari you should see an intercepted config page from privoxy with this heading:

"This is Privoxy 3.0.24 on localhost (127.0.0.1), port 8118, enabled"

(The proxy settings works in Chrome)

Actual Results:
Safari redirects you to https://www.privoxy.org/config/ which is a page
that tells you that privoxy isn't  used with this heading:

"Privoxy is not being used"

Notes:
Only workaround found so far: Use Chrome.

Configuration:
With a web proxy/secure web proxy defined.
