Summary:
In 10.12 Finder preview and Quicklook do not show fillable PDF contents to the user

Steps to Reproduce:
1. input data into fillable pdf
2. quick look file

Expected Results:
fillable contents are shown

Actual Results:
In Sierra the contents of the fillable areas are not shown
