Summary:
The Downloads "popup" (the rightmost button on the toolbar) can be minimized using Command-M.

Steps to Reproduce:
1. Start a download
2. Press the download popup button (on the right on the top bar)
3. Press Command-M

Expected Results:
The whole window is minimized

Actual Results:
The "popup" is the only part that is minimized
