Bluetooth broadcasting when app is in background didn't work for a specific model A1633

iOS 10 is out on 9/23/2016, we tested BLE broadcasting when app is in background, we have a sample app to broadcast the BLE signal and another central role app to scan for the signal from the peripheral role app. We have tested on about 15 devices across iPads, iPhone 5s, iPhone 6, iPhone 6s, and iPhone 7.When the peripheral app ran on these devices, the central app can discover most of them, except one 6s model: A1633. For the model: A1633, after we put the peripheral app to background, the central app cannot discover the peripheral anymore.

iOS 10.1 Update
I've actually been experiencing this with every iOS 10 device I tested (iPhone 6s - A1633, iPhone 6 - A1586 and iPad - A1458) However as of iOS 10.1 I found that devices become discoverable if the app is in the foreground, or if the screen is locked. But not if the app is in the background and the screen is unlocked.
I'm curious to know if you're having the same results now, and also if you heard anything back from apple.
