Confirmed
I'm having the same problem on iPhone 6s with iOS 10.1.1 when trying to run enterprise app with Xcode 8.1 (8B62). Another weird thing is that it happens just with one build configuration, but it works with others (for the same app). The only way to exit "black screen with spinner loop" is enabling restore mode and restoring iOS from iTunes. This is literally the worst experience with iPhone which I ever encountered.
/// - Update: What fixed this issue for me was: restoring from iTunes backup instead from iCloud.

Did you write a DTS about it? Any response from Apple?
