Notification Centre does not respect dark mode setting

Summary: As shown in the attached screenshot, the Notification Center in Sierra always renders using the light vibrant appearance — even when the user has chosen dark mode in General system preferences. This appears to be a regression from El Capitan. Steps to Reproduce: 1. Open System Preferences. app 2. Select "General" 3. Select the "Use dark menu bar and Dock" checkbox Expected Results: The menu bar, Dock and Notification Center all use the dark vibrant appearance. Actual Results: Only the menu bar and Dock use the dark vibrant appearance. The Notification Centre continues to use the light vibrant appearance.
