Changing tvOS 9.x Simulator Scale Results in Cropped View

Summary:
When I'm doing tvOS development work and I need to change the simulator scale (in or out of app), the simulator gets a cropped view. 

This happens whether I change the scale using the keyboard shortcuts or the menu items (Window -> Scale -> ...)

The only way to fix this is to quit out of the simulator and relaunch. 

This is noticed in the following simulators:
tvOS 9.0 (13T395)
tvOS 9.1 (13U85)
tvOS 9.2 (13Y234)

This behavior is not observed in the tvOS 10 simulator.

Steps to Reproduce:
1. Launch the tvOS 9.x simulator. 
2. Change the scale using the keyboard shortcut. 
  - Notice how the UI is cutoff. 
3. Change the scale back to what it was. 
  - Notice how the UI is not fixed. 
4. Quit the simulator. 
5. (re)Launch the tvOS 9.x simulator. 
6. Change the scale using the menu actions. 
  - Notice how the UI is cutoff. 
7. Change the scale back to what it was. 
  - Notice how the UI is not fixed. 

Expected Results:
The UI should adjust gracefully to changing the scale. 

Actual Results:
The UI does not change gracefully and is cutoff.
