Unable to disable iCloud Documents and Desktop sync without disabling iCloud Drive entirely

We would like a way via MDM to disable iCloud's Desktop and Documents syncing without having to completely disable iCloud drive.

Please know that our engineering team has determined that this issue behaves as intended based on the information provided.

Users can do this by going into options and disabling “Desktop and Documents Folders”.

+1 on this request. Until this feature can be turned off separately from iCloud, my company can't upgrade to Sierra for our fleet of Macs.
